Small jobs, same obligations

CDM 2015 welfare requirements don't scale down for short-duration or small-footprint jobs — a three-day job carries the same obligation to provide proper welfare as a three-month one. The towable format means contractors can now meet that obligation without over-provisioning, or worse, under-providing because a static unit felt disproportionate to the job.
